NOTICE: Text message ‘SMishing’ scam
The FBI Internet Crime Complaint Center (IC3) recently posted a Public Service Announcement alert regarding scam SMS texts (also known as ‘smishing’ texts). These scam texts claim customers have unpaid tolls, and threaten individuals with late fees for non-payment of these fake tolls.
Please note that the Express Lanes program does not use text messages to request payment for fines or tolls.
If you receive one of these texts, the following is suggested:
- File a complaint with the IC3 at www.ic3.gov. Be sure to include:
- The phone number from where the text originated.
- The website listed within the text
- Check on your Express Pass account
- Check on your account online by visiting https://www.expresspass.utah.gov/
- Check by phone by calling our customer service team at 855-813-9127
- Delete any smishing texts received.
- If you clicked any link or provided your information, take efforts to secure your personal information and financial accounts. Dispute any unfamiliar charges.

NOTICE: Clean Vehicle Pass Cap Reached
The Clean Vehicle Pass program is limited to 6,650 active passes, and the number of active passes has reached this limit. New applicants will be placed in a first-in, first-out queue until the expiration of the program on September 30, 2025.
See the website FAQ for specific details regarding this cap.
It is likely that applicants applying today will not receive a Clean Vehicle Pass before the termination of the program in September of 2025.
New Applicants: Due to the legislatively-mandated cap on Clean Vehicle Passes, we are experiencing extremely high queue times for Clean Vehicle Passes.
Solo drivers may still use the Express Lane with an Express Pass. Please visit https://www.expresspass.utah.gov/ to sign up.
Current Clean Vehicle Pass holders: follow the instructions to replace or transfer your Clean Vehicle Pass to avoid being placed in the application queue.
