Clean Vehicle Pass and Permit

As of August 1st 2025, we are no longer accepting or processing new or transfer applications due to the pending program shutdown.

Important upcoming dates:

• August 1st: final day that applications will be accepted & processed for the program
• September 1st: end of 30-day payment window for final processed applications, no further payments accepted
• September 29th: final day that Clean Vehicle Passes are valid for use in the Express Lanes
• September 30th: Clean Vehicle Passes expire and are no longer valid for use in the Express Lanes

Why is the Clean Vehicle Pass program shutting down?

The federal legislation allowing UDOT to operate the Clean Vehicle Pass program expires in September of 2025. Starting September 30th, 2025, Clean Vehicle Passes will no longer be valid for use in the lane.

Is there a chance this legislation will be renewed and I can continue using my Pass?

It is very unlikely that this legislation will be renewed.

How can I continue to legally  use the Express Lanes?

Solo motorists can purchase an Express Pass from expresspass.utah.gov, or by calling 855-813-9127. 

Vehicles with more than one seat-passenger can continue to use the lane for free as an HOV vehicle.

What will happen to my application or Clean Vehicle Pass information?

All applications currently in the Clean Vehicle Pass queue will be removed, and all personally identifiable information data from applications and permits in our databases will be deleted shortly after the expiration of the program.

The Clean Vehicle Program allows solo drivers in vehicles that meet clean fuel and emission standards to use the Express Lanes without paying a toll. The Utah Department of Transportation may issue Clean Vehicle Passes and Permits to a limited number vehicle that meet these standards.

New passes (green) were released in December 2019. The older passes (blue) are no longer valid and should be removed from the vehicle. All permits will expire as of September 30th, 2025.
