Unified Carrier Registration (UCR)
The Unified Carrier Registration (UCR) Act of 2005 was passed by Congress as part of the SAFTEA-LU bill. It requires the following entities: motor carriers, private motor carriers, leasing companies, freight forwarders, and brokers that have registered with Federal Motor Carrier Safety Administration (FMCSA) and have indicated, or should have indicated, that they are going to operate in “Interstate Commerce” to register with the UCR and pay the appropriate fee.
